rar files

What do I need/gotta do to open an rar file on my computer. Cuz it keeps telling me it is unable to open them. :evil:

I hate 2 tell ya but there is sum problem wit it. It says;

File /files/3781097/WinRAR.v3.50.CE.zip.html has been deleted.
Reason: No download for a longer period. Inactivity-timeout exceeded.
