Sure it isn't spyware or adware or something?
Well.
Go to Control Panel --> Add / Remove Software
and then you will be able to remove it, if not:
Search your disk for the progs name, and then you will find the folder when it is in, and you should be able to delete it manually. If not:
Press [CTRL]+[ALT]+[DEL], go to processes, and then try to find out which one there that could be the prog or some file that the prog uses, end that process, and _then_ delete the prog folder.

Also:
Go to http://www.download.com , search for "spybot", dl and install, run it, and search for adware, spyware, and so on.
