Man held in woman's window-throw death

Police have arrested a San Francisco man on murder charges after he allegedly threw a woman who had been living with him out a sixth-floor window in the Tenderloin, authorities said Monday.
Frank Green, 51, was arrested Sunday in the death of Ciera Davis, also 51. Davis died Saturday, the day after Green allegedly threw her out the window of the unit they shared in the 100 block of Hyde Street, said Inspector Kervin Silas of the police homicide detail.
Witnesses reported hearing the two arguing before Davis went out the window, Silas said.
Authorities said the couple's relationship had begun about 10 years ago in Seattle. Officials in Seattle said Green had been arrested in an assault case in which Davis was a victim, authorities here said, but the outcome of that case was not known.
Green was arrested for allegedly kidnapping Davis in San Francisco in 2002, but Davis recanted, and the case was dropped, homicide Inspector Michael Gaynor said.
Court records show that Davis obtained a restraining order against Green in May 2003.
"We're very concerned about the rate of violence against women and their deaths,'' said Beverly Upton, executive director of the San Francisco Domestic Violence Consortium. A vigil is planned for Wednesday night in front of City Hall, she said.
