I don't think any of the verses in Stan are boring imo. I think the verses seem to get better and better with the 3rd and 4th verses being some of his greatest writing ever.

and that's basically the same thing with bad guy .. so there is no reason to call it 'boring' since these verses are set-up verses
The first two verses in "Stan" are in way more depth and like I said before, all adds up to the third verse and the main message of the song. You feel like you learn the character, you can sense how fucking psycho he is within four minutes.
"Bad Guy" doesn't offer that, and I know it isn't supposed to because it'd ruin the surprise but he could have maybe gone in a bit more depth in the second verse.
