The Carter III more than likely took 20 minutes to complete because Wayne repeats a lot of his stuff over and over. No disrespect, I enjoy Lil' Wayne's music, however, if you follow his mixtapes to his albums he has a LOT of lines recycled and reused to different beats in a slightly different flow. Also, Dr. Dre doesn't just produce his own stuff, he does a lot of beats and producing for other people.
