I wouldn't say it has 'much more meaning'.
It's just about personal triumph and getting out of a slump.
Where as "Power" is a somewhat ambiguous metaphor with more applications and upshots. It's a bigger thought, artistically.

Well, I mean, a drug addict who understands music and metaphors well would listen to Not Afraid and it would have more meaning for them than it would for someone who is not an addict. It honestly depends on the listener
But these two songs are so different, I can find no similarities to compare between the two except that both songs are both of their first singles from their albums.
Power is huge in ambition, I admit that. When I first heard it, it actually made me excited to hear the rest of MBDTF. The rest of the album isn't as ambitious, sadly

I think we just have a different idea / context of the word 'meaningful' here.
Like I seem to have with most people here. I don't perceive meaningful to = personal. Something being deeply personal doesn't automatically make it meaningful, that just makes it personal.
So yes, more people would be able to relate to it but that doesn't make it more meaningful. "Power" is more meaningful as a piece of art because you could interpret it from many different perspectives, thus making it have more 'meaning'. Work with more than one angle is always more meaningful.
I don't think it depends on the listener, I think it depends on how many actual definitions or truly different angles / spins you can put on something. And how thoughtful or intelligent those perspectives can get. And "Not Afraid" is simply a personal triumph song.
