Can celebrities go out in public?

In this thread, I will refer to famous rappers, or basically any famous public figure as a celebrity.
Can celebrities actually go out in public, in big cities, and not get a buttload of paparazzi or fans surrounding them?
I don't consider one paparazzi taking pictures from far away as a problem, in this thread I refer to those situations where these are tons of paparazzi or crazy fans surrounding the celebrity, obviously disturbing him that much that he has to drive away or something.

Does it happen -everytime- they go out in public places with more than just a tad of people, or just sometimes? Does most of the time famous people go out, does it happen to them most of the times, or do most of the times they can actually go out without that happening?

Let's say for example, a really famous public figure (Eminem level), takes a walk through Hollywood Blv., or goes to the beach. Would they get tons of paparazzi or fans surround them most of the time?

If Em walked for 2 mins in public in LA or NY woud be a matter of mins before tens of paps show up...only if they didn't know he was gonna be there already.

Hollywood Blvd. sucks major ass by the way...

Again, it sounds like a nightmare to be famous. I can't imagine what it's like to not be able to go out in public in big cities.

lol I in fact thought celebs get tons of paparazzi around them, rather than fans.
