I still don't find Blueprint to be all that tbh other than Renegade (and I actually prefer Jay-z's verses in that song so no it's not cause of Em) and a few beats by Ye but when supplied said beats jay just feels like on auto pilot (heart of the city) which pisses me the fuck off cause he raps his off in Renegade which makes him taking a backseat to those beats kinda insulting almost. Like what I'm not good enough for jay in his A game all the time other than if he gets featured with a big name guest? Also Girl, Girls, Girls and jigga that nigga suck.

RD is still immaculate tho.

You know pissing on mixtapes is pissing on the very essence of hip hop, the whole recontextualizing a beat and making it work with another rapper in a different context is prety much akin to sampling. If we're talking shoddy 2bit papoose mixtapes with "freestyles" than yeah. But Dedication 2 is pretty much an album with reused beats in that regard with proper care put into the structure of the album hell it even has skits that really give it an identiy and cohesion. Da Drought 3 is more scattershot but works in that direction and is lowkey the best hip hop double album or mixtape out there, so yeah. Also don't forget carta II which is an indisuputable Southern classic, honestly I can't pick out one bad song from it. On top of his numerous guest appearances that he was killing and people jacking his steez during his "best rapper alive" run than yeah...

I should note I don't think Weezy was the best rapper during his best rapper alive run (BT was) but he was in the top 5 or so. And he isn't in an objective top 10 because he released an insurmountable amount of trash but hey even his bad albums can be fun to listen to. He's just chill...

I'll give you Carter2 .. I enjoy that project a lot too. In my opinon though, Mixtapes shouldn't be rated/looked at the way people do with albums. Even if it sounds like an album and is structured like one. I feel like it's easier to make a good/great mixtape when you don't really have pressure from certain labels that push you into compromising your shit rather than to pull it off and make a great mainstream album without compromising yet still be popular amongst the mainstream
