IMO Eminem 2000-2001 His material on MMLP is godly every song, 10/10. Then his verses on Devil's Night are just as good! This is Em at his best. And IMO the best any rapper has ever been!

I think Jaba is the best honestly..
His freestyles and songs are classic. I can literally listen to them all day and be rightfully entertained.
His beat selection is one of the best in hip hop as of right now
His lyrics are miles ahead of any rapper out and he always stays on beat and his flow is fuego
I've yet to see another rapper come close. He's the best for sure! : D

You said best rapper not based off career etc, and even though Em had an amazing career, I'd still say he's the best RAPPER (that would be: Best at RAPPING) in the world. I know I know, so cliche to say eminem on an eminem forum. But it's so god damn true. The shit he comes up with, the rhymes, everything about it is 10/10.
